It is DEFINITELY HOWARD JONES (he's my favorite singer of all time). Yes, it is "Things Can Only Get Better" (1985). Find it on his greatest hits album. I knew exactly what you were talking about because when I first heard the song, I asked the same.

Lol, also could be "Right Stuff" by New Kids on the Block. They started w/ "Whoa oooo's". Do you have any lyrics so we can narrow it down?
