What exactly defines an Arab?

It isn't someone from a specific country. Its an ethnicity. Arabs come from all over the middle east. Jordan, Syria, Iraq, Lebanon, Saudi Arabia, Qatar, Yemen, Oman, Kuwait, Egypt, Moroccans, and some others. While the arab world is predominantly Muslim, there are many Christian Arabs.

Not all Middle Easterners are Arabs, however. Iranians are Persian, Turks are Turkish, Israelis have roots in Europe and the Middle East.

There are two definitions.

1. Someone from ancient Arabian stock. This is a mix of peoples, including Ishmaelites (like the Quraysh tribe from which Muhammad arose)

2. Someone who speaks Arabic.

The second definition goes for 'Iraq and most of North Africa. There weren't millions of Arabs moving into 'Iraq and North Africa. There was some migration, but local North Africans and Assyrians (the ancestors of the 'Iraqis) adopted Islam and the Arabic language.

The only problem with definition 2 is that modern-day dialects are sufficiently diverse as to be mutually unintelligable. A Moroccan Arab does not speak the same language as a Jordanian Arab. The two are as different as French and Spanish. In the same way that French and Spanish people are not united by a common language anymore, neither are the Arabs. In schools, Arabs learn Classical or Modern Standard Arabic, which is used in newspapers, television, etc. but illiterate Arabs only speak local dialects.

Technically, an Arab by definition is any person who accepts the Muslim religion and speaks the arabic language. This means that along with middle eastern Arabs, other races and ethnicities could be considered Arab as well if they are Muslim and know Arabic.
