As the difference between USB 1.1 and 2.0 is hardware, not software, it would require replacing your system board - assuming they make one that fits that has 2.0. So there is no way to upgrade your existing USB ports.

However, they do make cards that fit the PC Slot (PCMCIA) that is on most laptops. That card will have a USB2.0 port on it. If you need more than one prot, add a USB mini-hub and and you are good to go. You can get the card for around $40-50 at any electronic store, the mini-hub will be another $30-40.

You won't be able to install new USB 2.0 ports on a laptop. The USB ports on a laptop are integrated into the system board. Laptops don't have slots in the system board like most desktops do for adding new cards. This is one of the drawbacks to a laptop. Your USB 2.0 hardware should still work for you connected to your USB 1.0. When you buy a new Laptop, just be sure it has USB 2.0 ports.

UPDATE:::::

Philip T gave you a good option. I wasn't even aware these existed until now!

You can't, USB 2.0 ports are hardware.
