Optical mice frequencies are easy to distort usually having an electrical appliance that sends radio or optical waves make them get your pointer moving, try putting your mouse away from the speakers and cellphones.
It might also be a virus but that's very unlikely, mouse pads have nothing to do with your problem because the snapshots taken by the mouse will be the same whatever the surface is, a pad problem causes the pointer to stick when you move the mouse.

The Causes for Ur problem may be the following:
(A) VIRUS
(B) DUST
(C) MOUSE BEING FAULTY.
(D) SOFTWARE BEING CORRUPT.
Mouse Pad has nothing to do with the Optical Mouse.
Solution:
(A) Install a Anti virus Program.
U can download for free from www.avast.com
(B) Blow out the Dust from the Mouse.
(C) Try with a another Mouse.
(D) Unintall and Reinstall the Mouse.
I Hope Above steps will rectify Ur Problem

Try using a different mouse pad, optical mice work by taking pictures really fast and comparing them. If it takes a picture of a surface that is a solid color with no texture, it can get confused and think it's moving when it's not. Try getting a mouse pad with lots of little details and texture, and avoid ones with solid colors.

Pfo and Jimmy G are right. It's a hardware confusion.
I too have the same problem (mine is working on single color table top)
Take the mouse off the table and give it a shake. Also may try the blow of air at the bottom (where the light is). It feels comfortable again :D

Take another mouse and try on your PC and see,
if the same problem arises so the PC is affected by virus otherwise you have to change the mouse.

Its probably not a virus some mice have a tendency to do that if the mouse pad isn't suitable, also any reflective surface may cause this.

Give your mouse a big blow out as there is likely a load of dust built up and so this can cause the mouse to act up.
Try that and see how you go.
A single blow from your mouth should work or get a can of compressed air and spray it out :)
