Ok, none of the answers so far have been completely on the mark.

Because DVD is a digital format, it effectively is a data disk.

However, in order to play in a DVD player, the format of the data on the disk has to meet a few criteria:
- The files have to be layed out a certain way on disk (things like the DVD menu and links to scenes must be included in this data)
- The files have to be in a certain video format (i.e., the format you downloaded may not be compatible with a DVD player)
- Video and audio are kept separately

Details of the format can be found in various places (here's an example: http://pioneer.jp/crdl/tech/dvd/3-e.html), however there's no point in studying up, in my opinion.

If you want to burn DVDs, your best bet is to get a special piece of software that'll do all this work for you.

Just the type of content usually. A data dvd will be like a regular data cd only with much more capacity, and DVD in the video/movie sense has the different reference files and encoding.
Nowadays, some degree of crossover exists.

The physical media is the same.
Only the contents are different.

A DVD that is used to install a program or stores files like word docs is a "data dvd".

A DVD that is used to play a movie is a "dvd video".

well the difference between them is a data dvd is mainly used to store information that can only be retreived when you put it in a computer...... a dvd-video is a disc you can put a movie or a slideshow on and use it in a computer or a dvd player. hope that helps.
