The amount of baseballs used in a game totally depends upon the level of play. In Little League games, I have seen as few as two new balls used, all the way up to a half dozen. Lower levels have a very minimal budget, so they try to stretch it by using balls as game balls for the entire game if they can get the foul balls returned and there are no major flaws produced by the action of the game such as cuts, major abrasions, etc. The bigger the budget, the more balls are used. It's simple economics.
New high school and college balls are put into play more often, of course, but the same principals are generally followed. If there is no major damage, chances are that they are going to make their way back into the game at some point. I know as a coach I always tried to keep the use under a half dozen new balls per game, but if there were some lost or damaged, I had to dig into the box and get some more....
Professional baseball is, of course, much different, and the higher the level of play, the more baseballs are used. Considering the skill of the players (especially the pitchers), baseballs are tossed out of the game for any flaws that could make the game unfair. For example, if the cover gets wet, or has an abrasion, a skillful pitcher can do wonders with it! :-) Make it dip this way or that, go weird directions, etc. That is why the "spitter" was outlawed, and players like Gaylord Perry were watched carefully at all times! :-)
But to answer your question, most professional games have at least five to six dozen balls on hand and rubbed up with a special mud, but there can be more. Let's not forget that balls into stands in professional games have just found a new owner, so there are many other baseballs on hand in a storage area should they be needed. Major League clubs have whole rooms filled with the things.

Well lets see....9 players per team not including bench players. 2 teams equals 36 balls. Now at the after party, these 36 balls may be juggled by the hookers at the party.
