If those people had any sense they would have gotten out of N.O. days before hand. They should have let those people sit there in the stench. I don't think I've seen any evidence that anyone was responsible for the hurricane. I think it was natural.

Also, the few who looted the city were also not under any type of control. they were just the usual criminals you get in any city, but were more free to commit crimes with the disorder following the storm.
