Yes.

You can buy basic cleaning kits at any electronics store.

I'd avoid trying to do it yourself without the kit, as you can easily damage the lens and ruin the machine. (I ruined my first CD player as a teenager trying to clean it myself. Scratched the lens and it couldn't be repaired).

Note: While DVD's and CD's look the same, they aren't. And they take different cleaning kits.

Tape heads and phono styli suffer a noticeable change in sound quality if there's even a small amount of buildup. Laser pickups only require most of the lense to be clear. Regular maintenance is not necessary. Skipping music or messed up video is usually the sign of a very old machine which has gunked up inside. Whenever this has happened to me, I take the thing apart and re-lube the worm screw which drives the assembly back and forth. Also worth noting is that it is far more effective to clean a VCR by hand with the right swabs.

Yes. Just buy a cleaner disc (buy at a music store for around 10 bucks) and use it about every ten hours to keep your sound sharp and crisp.

No. A cleaning disc only bats particles off the lense. Your problem is far more severe. Just replace the head unit.

I'd probably keep away from that since you shouldn't be touching the lens of the optical drive.
