sure, why not? everything is negotiable. the sales agent can also negotiate a higher commission with the broker.

Sure. It's one of the things you ask about when you're interviewing several brokers to see where you want to hang your license. Some charge desk fees, copy fees, mail outs, phones, etc.

If you're just starting out, maybe you need a broker who gives a lower percentage of the commission, but there are no monthly required fees.

When I was in real estate, it was charged to me - but as I was new and had no commissions for the first 6 months, it was carried over and taken out of my first check. That was in Georgia, not sure how it works in your state, but I am assuming it is something they wouldn't expect until your commissions start rolling in - otherwise, tell them you are broke and ask if they will work with you. Whether it is fair or not, without advertising, you probably won't sell the listing, so it is a necessity - whether you or your broker pay it.
