i own a repair shop,and it sounds like you might have a caliper that has locked up on it,,even a bad wheel bearing will turn ,,so this sounds more like a brake than anything else.you,ll need to pull the wheel off of it and check it out,,good luck i hope this help,s.

Sounds like a bearing. They are pretty common on Caravans

I've never known a tire to freeze up.I see Dodge man is still using strange punctuations

Either a stuck brake caliper or a bad wheel bearing.

Just from your discription I would say that the bearings got hot and welded themselves together causing the wheel not to spin freely.

If it moves a little bit = Bearing, CV joint, or trans.
If it won't move at all = Brake cylinder, pads, or rotor.
