I got radiant floor heating in my house and I occasionally got the same problem. There is probably an air pocket in your system which is causing the water not to flow through the pipes in the floor.
First of all determine which Zone is causing you the problem and locate the manifold. This is usually in a closet, or behind an access panel in the wall or in the floor.
From there, you'll see a hose fitting and then you can get a garden hose and flush out the system. The system should automatically add water to make up for the water your purging from the system.
Depending on how much water you flush out, you may need to add some more boiler cleaner to the system.
Usually I have this problem with one of the rooms on the 2nd floor which is least used.
Heres the pictures from my radiant floor heating system...

don't have it or know much about it, but if electric, hav you checked the fuse(s)? if hot water, does the heater have power/fuel and the pump come on? always start with the basics. good luck!
