Concrete floor? Bleed the air from the top of the system,check system pressure(it should be 1/2 pound for each foot of height to the top of system). Even if circ pump is running,your should have a "split"between the supply and return temps. 10 to 30 degrees depending upon system circumstances. If there is no "split",your pump is not moving water! Is the boiler temp reset from an outside temp sensor? The colder is is out,the hotter the supply from the boiler should be,,;-)=

You don't describe your problem, but I know you have to purge all the air out of the lines to get the boiler water to circulate, be sure the pump is working and is strong enough, and even use anti-freeze in the boiler water to keep the lines from freezing in case of power failure.
