In the celadon mansion go around the back and up all the floors and in the last room and there evee will be in a poke ball.

you have to go to the 4th gym. and there should be a apartment and evee will be at the rooftop. the passage way should also be by the pokemon center which will lead you in the right direction

The Celadon Mansion. Head up behind it and enter through the door in the back and head to the top. There will be a pokeball there containing eevee.
If you want to get more than one eevee, catch a ditto and after you gain acess to island 4, leave eevee and ditto there and they'll produce an egg containing eevee.
