Yes. Make sure they're both in love and have them both relax on a double bed. Then select the uncontrolled Sim and choose 'try for a baby' If afterwards you hear a chime or the female sim starts throwing up, congrats! She's pregnant!

Yeah but you have to keep making them be in love with each other and then one of them should ask and you say yes.
