The probability of blowing yourself up to smithereens in a blind attempt to make a bomb is rather high. What that means is that if you are trying to make a bomb without a known recipe you will end up dead faster than if you are doing actual research. So if they are playing with fire, they will burn themselves. Good. One terrorist less to deal with.
Additionally, someone who buys large quantities of a chemical known to become a bomb constituent will automatically draw attention from the FBI or MI5 or Mossad, or whomever. Then the investigation, arrest, trial, imprisonment and deportation. Again, Good! One less criminal on the loose.
Stupid and idiot would be the words to be used for the imbecile who goes and buys the bomb materials just to have fun. That just means the kid (invariably it's a dumb kid) will hurt himself (also typically it's a boy), through no fault but his own.

Only the ingredients were described and just as the suspects found, the mix must be spot on for a successful ignition. Even the temperature can impede detonation. Unfortunately, details are widely available on the Internet so for once, no need to blame the press.

Sorry to disappoint you, but the details published were not of the explosive mixture itself, just the other items that were packed into the bombs to cause more pain and suffering than a simple explosion alone would. For example, there was acid to cause skin burns and various metallic items such as screws washers and nails that would cause shrapnel injuries and even chapati flour, which would carry dirt and germs into any wounds caused by the other items.

According to the First Amendment to the United States Constitution, "Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the government for a redress of grievances. "
It's a freedom of the press issue.
