Telling your parents would just embarass him. He's 16 and he likes an attractive woman so much that he gets a little fired up, sexually speaking. A lot of kids are having sex at that age ... at least he's not at any risk for STD or impregnating someone.
Sure, it's not a pleasant thing to walk in on, but keep in mind that you were 16 once, and not all that long ago. I'm sure your hormones were kicking in too. You might not have eased the tension by masturbating, but for a teenage boy ... not to go on and on about it, but it would be less normal if he wasn't doing it.

No you don't tell mom or dad. Good grief you are an adult, act like one! Tell your brother if he wants to get off then to take it into his bedroom with a closed door like everyone else on the planet.

Don't tell anyone. You weren't meant to see that, so it is best if you act like you didn't see that. For crying out loud masterbating is normal. Please tell me you didn't think he never masterbated before you caught him.
