if i activate ultimate offering and i pay 500 LP to special summon a monster can my opponent use it

nope if YOU use this card only YOU can special summon monsters.

No. The updated text says "By paying 500 Life Points, Normal Summon or Set 1 extra monster. YOU can only activate this effect during your Main Phase or your opponent's Battle Phase."
The older versions were more ambiguous about who got to use it. The newer text specifies that you and only you can use the ability.

the ruling on Ultimate Offering is that Yes your opponent can use your ultimate offering only durning one of there Main Phase period either MP1 or MP2. Your opponent can not use Ultimate Offering durning your Main Phase since it is a cost and the card doesn't state otherwise.
