Technically, insects do not have tails. They have abdomens. Maggots look more like worms, which are segmented, and no, they do not have tails.

It depends on what maggot you're talking about. The maggot of the house fly does not have a tail but there are maggots called "rat-tailed maggots", which do have long extensions coming off of the terminal portion of the larvae. These "tails" aid in swimming in liquid solutions and help in propulsion. The rat-tailed maggot is the larvae of the syrphid fly.
