The transistors they are referring to are to help reduce power consumption, which in turn will allow them to use a faster processor without over-heating. the transistors themselves don't increase CPU speed, but they allow the manufacturer to install a faster processor and it will still be stable.

Not directly, but more transistors means more pipelines, more simultaneous processing, more CPU cores, more reigsters, and so on.
