No, not really. Most tetras are classified as community fish, but many are nippy, such as black skirt tetras and buenos aires tetras. These particularly nippy types should be kept only with other nippy fish or semi-aggressive fish.
There are also some very large tetras like congo tetras which might well eat a small neon.
Also, different types of tetras will not school together.
If you're looking for a community tetra tank, there is no shortage of possibilities, just look em up first to make sure the type you want is not too nippy.

Some are a little nippy, like the Buenos Aires Tetra... The larger ones can sometimes beat up the smaller ones, but for the most part, yes they all can go together... Rummy-nose, Glowlights, Pristellas, Cardinals, Neons, Head-and-tail-lights, Emperors, etc. are good for each other, and a tankful of a few species is a nice sight.

Not much to add, good answers here. Just wanted to say that I have schools of black and white skirt tetras, bloodfin tetras, and harlequin rasboras(not a tetra, but peaceful) in my tank... the skirts tend to get a little nippy right before feeding time.

Not entirely,I believe that Piranha are in that family. Find a book or website and study each individual specie as you decide which ones to add.Most of them should be in fairly large groups,6 as a minimum,and 12 to really see them come to life. Good luck PeeTee

Not necessarily, some can be quite a bit feistier then others and if not kept in an appropriate sized tank and in appropriate sized groups it could result in interspecies aggression.
