In this context it is also relevant to understand the politcal inferrence of thi sphrase.

Sustanable development also means that we develop communities, business, economy, technology, etc, etc - but always being aware of natural resources, climate, local education and training, and other factors that will directly impact the development.

In other words, there is no point in developing an industry in an area that will have an adverse effect on the local population/ecosystem/etc, especially if the new industry depends on these local amenities.

By paying careful attention to these links sustainable development should have a positive effect on both areas.
