First of all, I used to love going to New Orleans. It was about a 5 hour drive. When I first went, it was safe if you stayed within the tourist area, south of North Rampart ans west of Barracks. As time went by, it got worse. I stopped going because I did not feel safe. I loved the people and the nightlife but I just did not feel safe. So, this is not a new problem for New Orleans and I rather expect that the same people are responsible for the crime now as were in the past.
