Shifts in future world energy supply cannot be predicted. We need scenarios of possible differing futures—internally consistent, plausible portrayals of what could occur. Such an exercise needs to take account of population prospects and the demand for energy services; social and economic factors; institutional developments; finance and technology flows; management and training; and, perhaps above all, the impacts of greater efficiency in energy provision and use, of conservation, and of a whole range of environmental considerations. Probably the most extensive exercise of this sort has been carried out by the World Energy Council, in a series of reports in the early 1990s.
