A static library is included at compile time to build the library into the executable, whereas a dynamic library is resolved at runtime.

static library-
A code resource designed to be linked into an application on the developer's machine, when the application is linked.

dynamic library-
A code resource designed to be linked into an application on the end user's computer, at load time or run-time.
