Maybe it's normal for an arranged marriage, or if he's serving in the military, but other than that I don't see why this would be.
Has he given you a reason why you won't see each other before then. Does that reason make sense to you? If not I'd be very suspicious and nervous.

It shouldn't take that long. It will tak 3 years for you to get your green card and longer for your citizenship. I have so many Hungarian friends that have come over in the past 12 years only 3 have their green card. All of them own their own business, pay taxes and never send any money back to Hungary but the US won't give them a green card, It's easier if you were chinese or mexican. Make him stay after you get married.

You are doing what you and only you want, right? So, what is your problem?
Otherwise, find someone near you, so you can see him everyday before marriage...Aren't sure about after the marriage, but it's a different question:-)

No it is not normal because what if he changed and once you finally see him and realize he is not the one you remember.
