Lucky 13 - they do not burn the skin to reveal the white underneath..... Which hospital or Dermatological clinic did you happen to see this done???
Whitening can be done with bleaching. Either by bleaching creams or solutions and it takes a lot of sessions to achieve a lighter color depending on your preference.
Then there is skin peeling but this will only be a good substitute for bleaching if your skin is not very dark. Otherwise you have to opt for bleaching and taking glutathione which when taken in excess can have the "side effect" of whitening the skin. Treatment can go for 1 year up depending on how dark your skin is. This is a natural food supplement and anti oxidant and has no dangerous side effects. It has to be taken with Vitamin C to activate the whitening properties. You can ask your local pharmacy for this. This is sold in pharmacies and health stores like Healthy Options.

Two things can whiten black skin. One is whatever Michael Jackson did. The other is done by causing severe burns (one would probably not survive) to the skin, revealing white skin underneath. I don't say this to be insensitive- I have seen this first hand and it was a rather gruesome sight
