Droughts in "developing" or "3rd World" countires?

what are some ideas to help people in these countires prepare for droughts? or just some information about droughts in these countries PLEASE!

managing water resources and community participation.. in India water harvesting is being very successful in areas where people are working together.
Also it sounds trite but live simple. Understand the traditional means of construction, attire and lifestyles.
In Delhi we use desert coolers through the dry part of summer .. but go into a traditional house built with mud, having thick walls and small windows that channel air in, and it won't be hot inside even on a mid summer afternoon.
