Netherlands during the 74 and 78 edition. Back to back finalists! The first time they were true favorites because they have Cruyff. The second they went against the host nation Argentina. It seems that it's not yet their time.
Best underachievers: Spain. Very good team, but they always come up short in the world cup.

The Netherlands in 1974 and 1978. That team had some of the World's best individual players (Cruyff, Rep etc), but they were beathen by [West] German organisation in 1974 and Argentinian flair and home passion in 1978. 'Total football' was invented by the Dutch.
