is it a camera? it looks like a big tripod with nothing on it but a very minature box on it

It's an instrument called a "theodolite" used to measure angles from a position with known location and elevation to an unknown point. More modern versions, called a "total station" measure angle and distance (using lasers, or radar).

That is surveying equipment. The tripod goes in a firm spot, elevation (to sea level) of that spot is known. One guy stands behind that small box and looks through it at a guy holding a marked stick at other areas of the construction site to get the elevation.

Then on auto-cad they make a topography map of the construction site for drainage, fill dirt needed or needed to be removed and lots of other things. Land surveyors are a big part of the construction business.

It is callled a theodolite and is used for finding levels and measuring distances by triangulation.
