Try a different type of diapers (i.e. pampers or luvs) and if the rash is better you will know. One of my kids had an allergy to pampers and I could only use Luvs. Yes, this could make a baby cranky. Get the baby checked by the Dr. if not better. Good luck.

To help with the rash expose the area to air as much as possible to help dry it out and keep it from getting worse. Let her lay on a blanket and have some naked time, it will work wonders on a rash. Also, have you thought of using cloth diapers (nappies) instead of disposable? I used cloth on all of my kids and they never had a diaper rash. Cloth isn't like it used to be, they are just as easy as disposables now except you can wash and reuse them.
www.diaperpin.com is an awesome site with some great info on cloth

Absolutely - it hurts!
Try using a penaten cream (or something with a high zinc content) over the rash after every diaper change. Helps to expose bottom to air for 10-15 minutes after the change as well.

Rashes almost always happen because of one/combination of these:
* You do not change the baby often enough or as soon as (s)he soiled herself
* Not cleaning properly
* Not pat drying baby's skin completely before wraping the baby up in a new diaper
*Or simply that the baby's skin is sensitive to the particular brand you are using

my son gets horrid diaper rashes. It can be completely fine once I change his diaper, then the next time, he's so red that he screams when I wipe him. (he must have very sensitive skin)
I have tried every single diaper rash cream on the market. Let me tell you, you need to go buy "butt paste". I know it sounds silly, but the diaper rash is completely gone OVERNIGHT! It's like miracle cream.
I've seen it at walmart, walgreens, and target. Trust me, go get it. You wont believe how fast the diaper rash goes away.

Make sure he is totally dry before applying the ointment, if its holding moisture in its not doing any good.
If nothing seems to be helping, definity ask your doctor. My little guy had a yeast related rash that needed a special cream to go away enrirely.

when you use pampers you need to check frequently whether your child has passed stool try to repace the pamper immedietly if he has passed the stool otherwise he will get rash even if he is passing urine to many times and pampers has become heavy with urine speacially in morning repace it btw baby rash is very common so always have baby rash cream or boroline vaseline tec.

I agree that you should try changing brands. My daughter did best on Pampers, and her pediatrician gave me a prescription cream to put on the rash.
