All the ones I've seen are either for a specific company, or are unlocked. Could you turn an unlocked phone into a pay as you go?

There are prepaid phones on eBay, but mostly for the states. You will see prepaid SIMs on eBay as well.

An unlocked phone will work on prepaid no problem, just pop in a prepaid SIM and you're ready to go. You can find these SIM's on eBay as well usually preloaded with starter time or you can also go to your local shop and acquire a prepaid SIM and airtime through them. Depending where you're located, carriers usually sell "starter kits" that come with airtime and a SIM card. Sometimes these can cost as much as a cheap refurb phone which includes the starter kit for free so it might be worthwhile to check that out as that could give you a spare phone. In the UK there are carriers who are offering free SIMs with purchase of airtime cards.

Why are you asking here? Are you that lazy? Search harder, find out what company you want the prepaid phone from, and search for it on ebay. Asking if they sell it here is like going to wallmart and asking if home depot has curtains.

any unlocked phones can be used as pay as you go, as long the phone supports that carrier's frequency (in North America, most on gsm 1900, and some gsm 850) other parts of the world, gsm 900, gsm 1800 and 3g.

You can order both the phone and the minutes right off of the internet.
