Maybe Because its cold or because the air and fuel mixture is too high or too low, it might just need a spark plug. my scooter used to do the same in a morning.

The most common problem is a fouled spark plug and dirty air filter.
Air filters are often overlooked when servicing scooters. And scooters run like garbage with dirty filters. The dirty filter would increase the possibility of fouling the spark plug. A fouled spark plug would cause hard starting and backfiring.

Usually if you get a backfire it means that the timing is out. If it is a 2-stroke engine change the plug before trying anything else.

Bikes do that a lot. Don't know too much about scooters. In a bike, the fuel air mix could be a liitle too rich.

3.Timing is off

Check the timing and the spark plugs...Yeah and I think you need to use better gas. upgrade to premium, better octane.

it could be your carb,or chock not working right,i would look at your plug,if oily,not enough air,too dry,two much air,are you putting the right oil in,
