Breast tenderness and bloating can be a sign of pregnancy, but it can also have other causes. If there is an excess of the hormones progesterone and estrogen for other reasons, such as from contraceptives, then that can cause the problem. There can even be nutritional reasons, such as excess caffeine, sugar, etc. The symptoms may be normal just before your period, but if they persist beyond your period they are not normal. Of course if you miss your period that indicates it could be pregnancy. If you are still getting your periods then pregnancy is obviously not the cause. The best thing to do is to see a doctor and get to the root of the problem.

That was the first symptom I had when I was pregnant with my second. Even before I missed my period, my breasts were so sore. I didn't expect to be pregnant, and got a couple of negative test results because I tested too early, but tested positive before my period was due! My baby is 17 months old my boobs have never been as sore as they were when I got pregnant with her! The pregnancy tests at the dollar store are supposedly pretty accurate, so you wouldn't be wasting too much money. Good luck!
