No different to the poor whites. Despite the claims of certain groups, it was a non racial disaster. The mayor, Nagin, had to make such claims to cover up his disastrous performance. After failing the people with his ridiculous decisions, he cleared out and left them.

And then, consider who refused to leave, probably because of the opportunity to loot in the aftermath of the hurricane. Surprisingly, or not, these were the ones who claimed they were abandoned.

Black people were treated with neglect in the Hurricane Katrina situation. The Federal Government waited for FIVE days to help Blacks and other people in the New Orleans area. The people there are STILL affected by this ctastrophe, almost two years later! Definitely a SAD chapter in America's history, and further proof that Black and/or poor people feel like they don't matter as much as other people.

But I think it wasn't just because of race...economics played a very big part in why they were unable to leave and what happened during the aftermath including today.
