Try ordering online under biosun, you can order packs of 3 or 5 pairs so it works out cheaper than buying a single pair. Chinese herbalists usually stock them, I assume every big town has at least one of these now. I find the long 25cm candles clear your ears out alot better than the short 15cm ones, they are useless, avoid!

No. They are sold at health food stores, alternative book stores (that carry herbalist books and Wicca stuff), organic food coops, places like that.
I get mine from a lady at the local Farmer's Market. In fact, I just bought some on Saturday. I've bought then off the Internet, too.
