the easy answer would be: a person feels the energy projected (unwillingly even) from another person. which is true.
the question though is why.
viewed from a physiological /behavioural point of view (feel and turn to see) and keeping in mind that we have malny of our animal instincts which served as serious protection back then and still do today, the answer would be: protection.
it is a mecahnism which used to protect humans from enemies or predators and which is still there, though possibly not as strong as it used to.
it is possibly similar to the way we can walk into a dark room and sense another's presence, or can a glance from afar tell if the person lying down is dead or sleeping.

It's to do with our long lost telepathy and higher awareness powers - we lost the use of them thousands of years ago but they are still there.

I don't know. I used to wake my Mother up when I was a kid by staring at her, creepy, I know, but it worked, which is creepier.
