"Were" can mean, were & still are.
"Used to be" means once were.
(Actually, "used to be" is really incorrect grammar, but we all use it!)

Example: We were Friends in 6th grade (this can imply that you still are friends but you WERE in 6th grade too)

We USED TO BE friends (you are no longer friends)

Thats how to tell the difference.

Use to be means that you are not presently in that state

Were means you had been in that state, and may still be in that state
