The myth busters of the Discovery Chanel, test this, they found little or no difference. It was slightly better to walk, but the difference was not important. So you don't need to worry, about a difference that doesn't exists.

Running will reduce your time in the rain if you get caught in the rain with no umbrella on your way somewhere sheltered. However, if you are not dealing with these particular circumstances it will make no difference one way or another. Also it should be noted that your time spent in the rain will truly be the only deciding factor on how wet you'll get because you can't control the other factors. So, do what you have to, to minimize your time in the rain, if you're likely to slip and fall a lot running then I'd suggest walking, or jogging which ever you feel is best for your time management. It should be noted that the Myth Busters are not exactly known for their speed they probably got their negligible difference from their pretty much negligible speed difference between running and walking.

if u r tryin not to get wet... it doesnt matter if u walk or run
it depends entirely on the intensity of the rainfall, the diretion of are walking in versus the direction of wind
but ofcourse if u run u'll get to ur destination much faster, but then again u might fall on the way

If your destination is a shelter and your aim is to stay dry, it is better to run.
Otherwise, if you're just running or walking with no shelter in mind, it won't matter. You will get wet.
