Fact is, circumcision is pretty well confined to a few places (eg. USA & Phillipines) and a couple religions (Muslims and Jews). So, on a world wide basis, most men have foreskin. Thus why should the Japanese want to differ from the majority. Given ther eis no medical reason for most circumcisions, the practice is tending to fall out of favour in those areas where it was once practiced widely.

Not only Japanese men! A lot of moms now will not allow the Doctor to 'disfigure' their sons.
It isn't covered by health care any more in Canada.
Circumcisions are OUT.

This is just a cultural issue. You will find that there are many countries where male circumcisions are not the normal practice.

An increasing number of educated japanese men are having themselves circumcised nowadays, often with the encouragement of Japanese women! It is much better to be circed!

Most Japanese parents would not dream of mutilating their sons, and most Japanese men are smart enough not to mutilate themselves.
Most Chinese, European, Indian, and Latin American men are intact as well.
