"fancy" bettas, such as veiltails, halfmoons, butterflies etc are typically only available from breeders or dealers (as opposed to petstores). If you want to buy online, try http://www.aquabid.com or do a search for betta breeders in your area, such as

You can also try to locate your local fish club, which should be able to point you in the right direction.

Check with your local fishstore and see if they'll order one for you.
Otherwise, the only way you can really get a fancy one like that is to mailorder.
