DO NOT use hot water. Use COLD water. The cold water will start the Ice melting. Start your engine just prior to pouring on the water. It might take two or three applications of the cold water. Once the Ice starts breaking up and sliding off turn on the defrosters. I have used this method from Niagara Falls to Michigan to Texas for 40+ years with no problems. Using the defrosters only will take forever and use a bunch of gas.

Start your car, and let it run at high idle. Turn your defrost on after a few mins when the engine begins to get warm. That should begin gradually warming your windshield from the inside. Once your windshield gets warmer, the ice should detach from the surface as it melts. You'll see it come off as one big sheet as the bottom layer melts...

When this happened to me in DC, I soaked a towel in HOT water, microwaved the towel to heat it up a bit more, and spread it out on the ice. Watch carefully, you don't want it to get all the way in contact with the glass. The ice will thin out pretty darn quick.

Between that and defrost you'll be rockin' in no time.

How soon do you need your vehicle!? Maybe a small heater safely placed in the interior to warm it up, should melt from bottom, separating ice from glass, enough to perhaps be able to remove it in slabs.

If you can get to a department store or auto parts store, they have a spray on deicer that works great. If not, boil some water and pour on the windshield.

Put cold, but not freezing, water on it. If your garden hose still works, use that. Use your wipers and defrost at the same time. You'll be on your way much quicker than using your defrost on it's own.
