If you want to learn, http://www.hellboundhackers.org is really good. They have a feud going on right now that is interesting to watch.

2600.com is The Hackers Quarterly.

Of course, if by "hacker" you mean cracker or malware author, you will have no luck whatsoever at 2600. They are aimed at REAL hackers, not dirtbags like those mentioned above.
