It depends,
if they have bigger wings,then yes,
but if they have small tiny wings,yes,they can fly for about 3 seconds ...

they could.a bumble bee's wings are not actually large enough to carry it,but it can flap them so fast,that they can fly. that is what the buzzing sound is when you hear them.
