The committee, which is how I assume the club is run as you say they have a steward, can appoint whoever they want to run the club, as long as that person has the correct qualifications to run it

It depends what sort of licence you have. If it is a full licence with him as the named holder no.
But clubs are generally registered as such and no one is named other than the secretary. The best bet is to phone your local Council Licensing Officer.
However, why not appoint an Acting Steward?
(The answer above is wrong in that, with a Club certificate there is no onus on the Steward to have ANY qualifications at all.)

in most pubs the licensee (usually the landlord) is rarely present so i don't see why not .
often the pub owner actually has a criminal record and so cannot hold a licence by law so he has some one else who has nothing to do with the premises apply for the licence .
