OpenVPN http://openvpn.net/ works great, for the VPN part. You don't need a static IP on your end, but you will need one on the office end (or use dyndns), and you'll need to run the OpenVPN server on a computer at the office that is reachable from the outside.

Don't know about the VoIP part.

Also, "we don't care about security" is probably wrong attitude.

You're asking two very different questions.

If you want a site-to-site VPN between your home and office you'll need a VPN endpoint device at each end, such as a Cisco PIX firewall. You'll also need static IP addresses at both ends; you can't configure VPN tunnels with dynamic IP addresses.

If you have a VOIP PBX system at the office, the phone should work across the VPN tunnel. You won't be able to use it overseas unless you can establish a tunnel back to your office from the overseas location. You'd need a VPN endpoint device at the overseas location and be able to set up the tunnel.

If you're just using a VOIP TA, you don't need any sort of VPN at all for that to work. You will need some knowledge of the network architecture wherever you are and you may need access to any firewalls on the system to open the outbound ports that VOIP uses, however.

I endorse making use of VPNPower in order to unblock web-sites. I have been using them since 4 years. http://www.vpnpower.net
