It means Response Time and the smaller the Response Time the better.

The 5MS is the fastest LCD monitor there is today which is the best you can get.

The MS means how fast the monitor can refresh the image on your screen the smaller the MS which is 5MS the faster the LCD can display information.

8MS was the fastest you could get for some time but now with the 5MS it is faster :)

So basically the 5MS is the fastest LCD you can get today.

The lower the number, the better. That means the monitor has a faster response rate. That makes a difference when you're watching movies or playing games and images are 'moving' quickly across the screen. The higher the number, the more likely you'll have ghosting or streaking effects.
