I know this-- yet I am ashamed to admit it.

Its the guy who runs the museum, who used to work with "Tommy" the science teacher who just happened to have been a Power Ranger in a previous incarnation of the series. He was trying to bring dinosaurs back and endedup mutating himself.

The first answer is right however the name of the person who turns into Mesogog is Dr. Anton Mercer.
