The plunger is a good idea but you problably have already tried that. If you are willing, turn off the water to the tank, flush the water out and the tank should not refill. dip out the water in the bowl. have a new wax seal ready and undo the 2 nuts (one on each side of the commode) at the base. you can pick the whole thing up and work directly on the pipe. When you put it back, be sure and use a new seal. If the nuts and bolts are rusted, there are several replacement techniques at your local hardware store that are easy to install. Just be sure to wash your hands when you finish.

When this happens in our house the first thing I do is take the lid of the cistern and hold the ballcock down so that the cistern is full to the top then flush, this usually works because of the weight of the extra water. If it doesn't do the trick maybe a plunger will do it .
Good luck

You can try clearing it with Caustic Soda which you can get at a hardware shop. Make sure you follow the instuctions to the letter. Wear kitchen gloves because it can burn your skin. It is very effective. If this doesnt shift it, then go outside and see if you can locate a rodding point on the 4inch. waste pipe, and try to clear it through there. A rodding point will have a screwed cap on it.Plumber.

Dont put your hands in there....that's gross!! Use a freakin plunger....the poo wont hurt the plunger I promise!! Get a good plunger tho not the spiral one from Home Depot......those suck!! If that doesn't work for some reason ( which it should if it's just paper) Buy a toilet auger and use it! Read the instructions it's easy......this will save you money on a plumbing service call

first try a plunger if this does not work then try a wire coat hanger and try remove the blockage that way it that fails. u will need to remove as much water from the toilet as u can remove the back pipe should just slip off and remove the the blockage that way.

a mop can act as a plunger to move it but eww throw the mop out after .or a wire coat hanger with a cloth or something attached i'd advise you to have a black bag handy to throw the mop or hanger in right away.

get a plunger from your local hardware store and use it vigorously. They are surprisingly effective. And not too expensive.
It's quite a useful thing, a plunger.
