If anyone does know, why would they tell anyone else? If they did no one would believe them and they would likely be thrown into an asylum. If someone is watching us from another planet, they're doing a good job of making sure no one knows about it.

They must have telescopes with an amazing magnification and resolving power. With the Mount Palomar telescope, we can distinguish objects on the moon not closer than 50 m. Since there is no intelligent life in our Solar system on any other place except on the Earth, they would have to be from another Solar system.
However, that doesn't stop them to pick the TV emissions we have been making for the last 50 years. They have spread around the Earth for 50 light years, so there are a lot of stars in that region.

No, there is not anybody who knows very well that our planet and its people are watched from another planet. There's no evidence that they are watched from another planet, so anybody who thinks they are doesn't "know". They just "believe".

According to the world astronomical counsil no such traces have been established. Earth is the only planet where there is life so it is unnatural to propose such a preposterous idea
