The quality or state of being worthy of esteem or respect.
Using this definition of dignity, there are people (rapist, pedophiles, tyrants) who do not deserve respect. Using this definition to answer your question, there are people, in my opinion, for whom there is no advantage to civilization to keep alive.

Indeed yes.... they enjoy more freedom and choices than the people who want to be dignified!! What is even more is that others are deprived of a choice to shame such people!!!
